. when you were in congress, you pushed for the n.i.h. budget doubling. you convinced newt gingrich this was a good idea to do. congress did it but after they finished doing it, they kind of took their eye off the ball and inflation adjusted terms, n.i.h. funding has gone down, has declined substantially since then. what happened? >> first i don't think -- i don't take credit for pushing newt beginning rich to do -- gingrich to do anything. you don't push gingrich. i think there was a period of time after all was completed with doubling the budget, you know, ten or so years ago, that the members of congress basically said hey, we doubled their budget. therefore, we're not going to give them as much in the next few years as we did then. i think that's continued. i think there is also a problem, a disconnect, if you will, of an understanding by the members of congress, perhaps members of my own party, the republican party, in terms of the need for medical research, the need for the basic research that's paid for in large part by the government to lead to the transactional research and
